How to lock gen2 tailgate?

You replaced the correct actuator? There is a locking actuator and a release actuator.
The doors use the same circuit to lock as the tailgate. So there isn't a fuse or relay issue.

I was not aware their is two, I replaced the one in the middle where the rods go to. Where is the locking actuator located?

I just called the dealership and the parts guy said it's the same mechanism that locks and unlocks and that their isn't two separate mechanisms for locking and unlocking.

He emailed me the diagram and it sounds like he is right?

I'm sure he is right. I cant find a pic of the actuator. Is there 2 connectors on the actuator? If so, That makes sense.

I see the diagram that you posted, that wiring harness connects to the body harness. I called the parts guy and he said they have never sold that harness before and that it's not in their system. This is kinda leading me to believe that the tailgate lock sensor or whatever it is in that harness is bad but the other sensors are still good like the release sensor and that's why the tailgate still releases.
