Raptor Lean after Front Shock Rebuild

I just had my front shocks rebuilt and now I have the Raptor Lean, which I did not have before, its about a 1" or so higher now on the passenger side. I have taken them off now three times to confirm that I had put them back on right and that springs, top hats and everything was correct, I even measured the shocks and they are equal in height. Any ideas on why this happened after the rebuild? I talked to the shop that rebuilt them and they confirmed that everything they did was good and that just sitting, a shock rebuild would not effect the ride height.
