I'm a little confused about how this works. I have a 13' raptor - so I already have the "OEM headlights"? Would I need to send them in or do they send the parts to you for a self install?

Most likely you'll be sending your lights to him. Any internal parts to be added or upgraded like halos, whiskers, and projectors need to have the lights opened, retrofitted, and then re-sealed.

You could also buy a new set of lights that he would retro for you and then you sell yours but that might cost a bit more to do but your Raptor wouldn't be parked for a week.
