Way off realm but my brothers barn lights quit working while changing my oil. I opened the old sub panel and it's a disaster. 220 volts in on a 3 wire feed. White black and ground. It's running a 110 volt light setup. Replaced both breakers and nothing. Any ideas?

So we have a hot white and a hot black line coming in from the main breaker panel there's also a ground wire it's measuring 220 volts and we have brand new 15 amp Breakers they did have the commons and the grounds hook together

so u tested the incoming power from black to white, should read 240 volts or close. (main lugs )
If that is good with the breaker on measure from where the wire connects to each breaker to the ground bar or where all the bare wires go to a bar. With the breaker on it should read 120 volt a/c . Check both breakers in panel. If all that checks out you know its either in the line going to light or the light itself. send pictures of lights next

Yes. Black to white mains is 240. Black to ground bar is 0 white to ground bar is 240. Can we just take the white wire in the main breaker box off of the 240 breaker and make it a common/ground by attaching it to the other common bar in the main panel thereby only sending 110 to the barn? Nothing down there is 220. Or is that just to be able to run dual breakers? Pics of the lights coming soon.

When I run a tester the Whiteside Maine to the common busbar give me 220 the black side main to the common busbar gives me nothing and the white and black manes together give me 220d84a7a9c66e0b86ed30f88d64c5c45b7.jpg

ok u should not have 240 white to ground, should be 110, figure out where its being fed or what breaker. Check voltage there and sned pics, u either have something major wrong if your reading 249 on the white to ground.

Thank you. I fixed it! I changed the white wire to a common bar in the main breaker box and changed it to 110 volts power going to barn, The barn had 220 power supply for a street light type fixture out front that didn't even work.
