This's a stock bumper I'm pretty sure with some led fogs.

I believe this was a sema build a couple years ago by a company in LA... It was all done from scratch but someone handy with fiberglass would be able to replicate I bet

I found the photo in the internet and the owner its a basketball player but the article just talk about the wheels and tires.
