How to mount M&R 20" lower grill ..??

Hi guys, I recently picked up the M&R 20" light bar and it comes with the bracket shown in my picture. I took out the lower mesh grill and I have some ideas but I'm not totally sure how this should mount.

Is this bracket for behind the grill or the lower grill?
I couldnt seem to locate any instructions for this either.
