I would do the deavers first and then the tune, otherwise, you'll be driving the shit out of your raptor without good springs under it, lol

How much do those cost and what is their effect? Does it mess with payload or height?

Cost depends on what deals the Vendors have on here, I would contact Haynes offroad or @svc. It will ride higher with the +3 if I remember correctly and the payload should be increased, but it will feel so much better over bumps and reduce the wheel hop the stock ones have.
