Need opinions on license plate delete

Oklahoma doesn't have a front plate requirement. I don't understand the logic behind it. It's redundant.

New York requires front and back plates. I've seen so many people with only the back plates on. Seems like the cops really don't care about it, at least in my area.
It seems awfully stupid that a cop would pull you over for only having one license plate on your vehicle if you're from a state that only requires one, but you're in a state that requires two.
