There is a flow restrictor in one of the heater hoses, this may be broken, collapsed or just plain gummed up.

Your gonna have to do some homework and look it up on the internet.

This makes sense.

OP - has your radiator ever been flushed? If not, it sure sounds like you have a gummed up flow restrictor.

Side note...

I had an ’06 Outback before the Rap.
