If it's what I think it is, it is just a cosmetic piece that fills the existing hole, Dennis-Chilli D has those on his.

I can see a bolt head. Maybe a clip to hold the flare on because of the dovetail?

Aftermarket glass. the circles are the areas where the bolts hold it to the bed.
