It seems the intent of the fog light give away early, is to be able to use them on the Snoball500 trials, right?
If so, would those who have aftermarket bumpers be able to make the setup work?

Yes the intent is to use them during the run. I'm sure aftermarket bumpers could use them just probably not in the same manner.

Maybe M & R could chime in?

OK SnoBallers! We are at 36 trucks! Yes 36 trucks!!

To celebrate us exceeding the 35 truck mark, on 12/12/12 SnoBall 500 sponsor M&R Automotive (Home - M & R Automotive) will be choosing a random registered SnoBall 500 Driver to receive a set of fog lights before the run so they can be used to help brave the UP snow! Now there is still time for those who haven't registered to get in on this, in order to be eligible for the drawing your truck must be registered no later than 12/10/12 at 6pm EST.

Oh Gotcha. I know all the companies have similar safety systems like Stop Work Authority, but Chevron calls it/uses the exact same procedure, so thought you might work for them too.
